Millersville, MD – J29, Inc. (J29), an employee-centered health and human services management consulting company, is pleased to welcome Garrett Gilbert as J29’s new Vice President of Strategic Growth.

With more than 15 years of experience across the federal contracting landscape, Gilbert brings extensive expertise supporting federal healthcare and government organizations, including the Department of Health and Human Services (HHS), Defense Health Agency (DHA), and Department of Veterans Affairs (VA). Throughout his career, he has developed a broad perspective across financial analysis, quality control, program delivery, business development, capture management, and growth strategy, enabling him to understand both the operational and strategic drivers of success in the federal health market.

As J29’s Vice President of Strategic Growth, Gilbert will be assisting the organization in maintaining its disciplined, scalable, and collaborative growth organization, ensuring alignment with company culture, operational capabilities, and financial goals. Working closely with leadership, operations, and delivery teams, Gilbert will help identify strategic opportunities, strengthen capture and proposal processes, and position J29 for continued success in both existing and emerging markets. For J29, this comes at a critical point where demand and interest in exceptional delivery on our services continues to grow, requiring J29 to strategically consider how we expand our involvement and offerings around the processing, review, adjudication, and analysis of health and human service claims, records, cases, disputes, and audits.

“Most importantly for J29, Garrett is strongly aligned with J29’s culture and brings a clear understanding of our services, our customers, and the missions we support. He has a bright future as a leader at J29, and I am confident he will help us grow thoughtfully while staying true to who we are,” said Nick Vass, President of J29.

A significant portion of Gilberts’s career has been focused on the federal healthcare sector, particularly supporting initiatives within the Centers for Medicare & Medicaid Services (CMS) where he has supported cross-functional teams responsible for processing over $40 billion worth of claims annually, year-over-year annual revenue growth, and portfolio management responsibility for various healthcare programs. Gilbert’s experience includes health and human services operations involving program integrity, medical review, analytics, and health information technology, with a consistent focus on leveraging technology, innovation, and improved business processes to strengthen healthcare outcomes and enhance mission delivery.

Most recently, Gilbert has concentrated on developing and executing growth strategies for federal contractors by identifying market opportunities, nurturing technology partnerships, understanding customer challenges, developing differentiated solutions, shaping opportunities, and aligning capture, solutioning, pricing, and proposal development around a shared strategic vision.

“What attracted me to J29 is the combination of mission, expertise, and opportunity. The company has deep experience solving meaningful problems in federal health, but it also has the size and entrepreneurial mindset to rethink how those problems can be solved,” said Garrett Gilbert, J29’s new Vice President of Strategic Growth. “With the pace of change in AI, technology, and government, I think there is an incredible opportunity to build on what J29 already does well and create entirely new ways to improve mission outcomes. I’m excited to help the team figure out what’s next, and then go build it!”

In addition to Gilbert’s professional experience, he will leverage education and certifications including two (2) degrees: a Bachelor of Arts (B.A.) and a Master of Business Administration (MBA) in Corporate Finance, as well as several professional certifications including Sigma Six Black Belt, Earned Value Management Professional, and Scaled Agile Lean Portfolio Management. After an opportunity to support CMS arose, Gilbert relocated to Maryland and transitioned from defense contracting to the federal healthcare sector, where he has proven results on growth, delivery, leadership, and cross-functional support. He now resides in the DMV area with his wife and two children. Outside of work, Gilbert enjoys spending quality time with his family, taking on home improvement projects, and making time for a round of golf whenever possible.
