J29 is proud to announce that we have begun operations to support the newly awarded $309 million World Trade Center (WTC) Health Program Third-Party Administrator (TPA) contract, led by General Dynamics Information Technology (GDIT). The WTC Health Program provides health care for responders and survivors’ health conditions related to their 9/11 exposures. Established under the James Zadroga 9/11 Health and Compensation Act, the Program now serves more than 145,000 members nationwide, offering care at no out-of-pocket cost for certified WTC-related conditions such as respiratory illnesses, cancers, and mental health disorders.
WTC Health Program members include responders and survivors who continue to face long-term health challenges. Through its Clinical Centers of Excellence and Nationwide Provider Network, the Program covers medically necessary health care services within the United States and its territories.
“Supporting the WTC Health Program TPA contract under GDIT is an honor for J29. With nearly 25% of the J29 workforce residing within one-hour of a 9/11 site, this partnership is one that is very near and dear to the hearts of our team. We’re committed to supporting GDIT in the mission of providing secure, efficient solutions that make a real difference for 9/11 responders and survivors,” said Nick Vass, J29’s President.
The WTC Health Program TPA contract centralizes key administrative functions to improve efficiency and the member experience. As the TPA, GDIT is responsible for managing member enrollment, managing and expanding provider networks, administering medical benefits, and processing claims.
As a significant subcontractor, J29 will support claims processing and related administrative services for the WTC Health Program. Our team brings expertise in healthcare operations, security, and integrity, honed through years of supporting federal health programs. This partnership underscores J29’s commitment to delivering high-quality, member-focused solutions that honor the legacy of 9/11 responders and survivors.
Beyond the WTC Health Program, J29 is dedicated to leveraging our team of over 250 employees to support health and human service missions at the commercial, state, and federal levels. Since 2017, J29 has focused our operations around supporting the processing, reviewing, adjudicating, and analyzing various health and human service claims, records, cases, disputes, and audits. From claims administration to data-driven program integrity, we strive to set the standard for operational performance and member experiences.
J29 proudly partners with a diverse range of federal agencies to strengthen public health and operational resilience nationwide. Our work spans the CDC, Centers for Medicare & Medicaid Services (CMS), Health Resources and Services Administration (HRSA), and the Administration for Strategic Preparedness and Response (ASPR), supporting critical health programs and emergency preparedness. Beyond healthcare, we deliver solutions for the Department of Labor (DOL) and the Office of Personnel Management (OPM), ensuring workforce integrity and benefits administration. We also collaborate with the Maryland Health Benefit Exchange (MHBE) to expand access to affordable coverage, and with U.S. Citizenship and Immigration Services (USCIS), a federal agency, to enhance secure, efficient immigration processes. Through these partnerships, J29 advances its mission to deliver innovative, compliant, and impactful solutions that serve communities and government programs with excellence.
