Millersville, MD – J29, Inc. (J29), an employee centered healthcare management consulting company, is happy to welcome C.B. Davis as J29’s new Vice President of Finance.
C.B. Davis, Maryland Native and US Naval Academy graduate and Navy Veteran, brings 20+ years of federal contracting experience across defense, aerospace, and healthcare environments to J29. His experience has been centered on financial leadership, pricing strategy, and business operations – over time shifting his focus into federal healthcare and specializing in financial modeling, pricing, and operational strategy supporting large scale government programs like Medicare Administrative Contracts (MAC) and other Centers for Medicare and Medicaid Services (CMS) and larger Department of Health and Human Service (HHS)-related work.
C.B. most recently comes to J29 following more than a decade supporting federal healthcare operations within a subsidiary of a $190 billion multinational health insurance organization. During that time, he served as the senior financial leader for a $300 million to $400 million federal healthcare business unit and later helped establish and operationalize a new federal healthcare entity focused on compliant growth, pricing strategy, proposal development, and scalable business operations.

C.B. is focused on bringing his federal healthcare experience and track record of building scalable business models – whether through pricing strategy or financial frameworks. Additionally, he looks forward to partnering with executive leadership to help scale and mature J29’s capabilities as the organization continues to grow while ensuring alignment between financial strategy, operational execution, and mission impact outcomes for clients we serve.
His experience has given him a strong understanding of the regulatory environment, the importance of compliant and scalable business models, and how to align financial strategy with mission-driven healthcare delivery.

In his new role at J29, C.B. will lead strategic financial planning, financial impacts to corporate growth development, compliance, investment strategy support, modeling oversight, and provide cross-functional executive leadership to the J29 team.

C.B. holds three (3) degrees: one Bachelor of Science (BS), one Master of Arts (MA), and one Masters of Business Administration (MBA) with a Finance concentration. He also currently sits on the Board of Directors for the Association of the United States Navy (AUSN) and is a member of the United States Naval Academy Alumni Association, Annapolis Chapter.
